中国能源安全现状及其可持续发展

作为世界上第三大能源消费进口国,中国的能源安全问题和能源安全战略的实施是我国保持持续平稳发展所必须认真面对的重要课题和基本任务。本文从能源安全的基本内涵、发展历程、不同类型国家的能源安全战略对比分析以及中国能源安全现实的剖析,以发展的眼光分别在战略上和战术上提出了几大对策,从而使中国能源安全实现可持续发展。     

国有产权改制中政府与投资人的均衡策略研究

本文简要回顾了国有产权改制的研究背景与意义，利用动态博弈的思想构建了政策与投资者博弈的动态均衡模型，并对双方博弈均衡应采取的策略进行了分析，进而提出推进国有产权改制的相关政策建议。     

The Attitudes of British National Health Service Managers and Clinicians Towards the Introduction of Benchmarking

This paper describes an empirical study, conducted in three acute hospitals, of the attitudes of central managers, medical managers and clinicians towards the adoption of benchmarking. Benchmarking was portrayed in The New NHS White Paper (1997) as an important means of improving efficiency over the next decade. The present paper examines the context of change and nature of benchmarking. Findings are presented in seven sections including: the understanding which respondents had of benchmarking; their willingness to be involved in benchmarking; the existence of strategies and policies for implementing benchmarking; the relevance of existing costing information; and the role of networks in facilitating benchmarking. The study concludes that the process of change adopted contradicted most of the factors associated with creating receptivity to change. Also, that the publication of the National Reference Costs seemed to have more relevance to resource planning at central National Health Service Management Executive level, than to effecting improvements at operational level in acute hospitals.

通过对2001年版API Spec 11AX《抽油泵及其组件规范》的研究分析，指出了新版标准的先进性、科学性和合理性，阐明GB／T18607—2001：API Spec 11AX(1996)《抽油泵及其组件规范》在采标中存在滞后问题。     

小国得益于货币联盟

本文回顾了适用于严格固定货币汇率的技术方法，并从对货币联盟通过货币汇率严格固定所获得的利益与付出的代价的研究中给出证明。事实上，丧失货币主权而付出的代价由于有效资本市场和劳动力市场的形成而降低了。本文还讨论了一个被忽略的实行严格货币固定的好处，即小国因此而事受到更好的货币政策。完善的货币政策得以形成是因为小国将其货币主权交托于大型机构（大国央行或是货币联盟央行）后，其货币政策将免受政治因素的影响；另外部分原因在于大型机构拥有更多的金融和人力资源去设计和执行最佳的货币政策。由于在联盟内部实行区内贸易和资本流动，因此即便太央行的货币政策出错。对于它所服务的成员国来说，造成的影响也较小。     

我国国家助学制度的问题分析与财政对策选择

国家助学制度是解决大学生入学机会公平的一种有效的手段,在我国已有50多年的历史,目前已形成了多元混合的制度体系,为我国教育改革和发展提供了前提条件,但也存在不足和缺陷。本文从我国国家助学制度现行状况入手,对存在的问题进行了剖析,提出了若干可行的解决建议。     

Dynamic volatility and external security related shocks: The case of the Athens Stock Exchange

This paper analyses the impact of exogenous national security related shocks on the time-varying volatility structure of the Greek stock market. Alternative autoregressive conditional heteroscedastic models are estimated, in order to identify the best fit that adequately describes return volatility behavior, testing symmetric as well as asymmetric innovation responses. An external national security related shock factor is included as well as a military crisis dummy, in order to depict possible implications for the conditional variance. The empirical findings appear to support a statistically significant impact of both national security related factors on the Athens stock market returns.

Transferring and Transforming Technology Education: A Study of Norwegian Teachers’ Perceptions of Ideas from Design & Technology

What happens when educational ideas cross national and cultural borders? How do teachers respond to ideas originating in a different school system and a different national culture? This article reports on an empirical study investigating the transfer of ideas from Design &; Technology as a subject in England and Wales into Norwegian schools. A sample of teachers participating in a specific project on technology teaching inspired by this subject has been studied by means of interviews and classroom observation. Results of the study show that while some elements of Design &; Technology are adopted by the teachers, essential ideas of the subject are significantly transformed. Drawing on Barnes, (1992, Teachers and Teaching: From Classrooms to Reflection (pp. 9–32), The Falmer press, London) concept of teachers' professional frames for teaching, it is shown how specific aspects of the national and educational culture have had a considerable effect on?the teachers' interpretation of the nature of technology as a subject of teaching and its place in the curriculum. The study illustrates the importance of the cultural context in how educational ideas are interpreted, reshaped and realized in schools.
